Please find some answers below,

1: Yes, it is too early to establish any such framework. There are a lot of places in India which are yet to enjoy the internet. Making such framework will not only make internet infamous but also may reduce the number of users. Just because telecom companies are out of business ideas, you cant sue common people.

2: No. Internet is a means of communication that has been changing lives and a base to many revolutions. If someone is using this freedom o=for providing free services to people then why not! If telecom companies find it unfair, then let them build an app of their own to compete. Don't put obstacles in you competitors path just because you can't compete.

3: Yes, OTT services are impacting the traditional revenue stream of TSPs. But then, this can be seen as an evolution right. As rightly said, they are impacting the traditional revenue stream, so its time to change!

4: No, OTT players should only pay the data charges. Suppose I start teaching a language on my YouTube channel and it turns out to be so good, that other actual classes which teach the same language are running out of business. Will you ask my students to pay fees for what i'm teaching them just because these classes can't keep up?
