I belong to a very small town in Uttar Pradesh. My father is merely able to pay school fees of mine as well as of my two brother. We whole family, have only one internet connection and that too on a smartphone. We are not able to pay for the wimax or broadband. There are lakhs of family like ours in this country which are just able to use internet. As you know some telecom companies are yet unable to provide high speed internet access in many of such small towns. So i request you on the behalf of all such families to give some time to telecom companies to cover all the nation by high speed internet, even the remote areas and villages. And then you can implement these rules. 

  Also think that Indian is not a developed country like US or UK. It is still developing so let India delvelop.
