Ans 1. Yes, it is too early. I do not understand the economic dynamic but I do understand that end of net neutrality will kill any further growth.
Ans 2. Yes, there has to be some sort of regulations. In terms of privacy and safety. But bringing them under licensing will kill the freedom of internet plus the economic burden will fall on the users. 
Ans 3. Yes, there have been losses for TSP's however there are ways to curb them. Monthly recharges for internet pack cross the average recharges in previous times. I use almost 3-4 GB data paying almost 700 rupees (including calling). In case I dont use internet. My monthly expense comes down to 300 rupess. TSP's are already profitable and there services are already expensive. Hence, no logic in licensing OTTs.
Ans 4. Let, the issue be resolved hearing both OTTs and TSPs. If the issue is taken with one sided view only the users will suffer. A service like whatsapp hardly uses any data as compared to services. Services like video calling can have some limits but not social media and IMs.
